Moving violations in Florida are the Moving violation fine + the violation fine... so for speeding 9 miles over the limit you'd get Moving F.S.316 $169 + $134 for a total of $303, do that in a construction or school zone and that is now a minimum of $328 or (because they have the option of doubling the fine) a total of $487
Do 31 mph over the limit in a construction zone (common thing on the interstates down here) and the fine will be $778 to $1,387 at the officers descretion, pull a mandatory hearing in front of a judge and likely impounding of your vehicle.

IMHO, one reason to wear a seatbelt is to give you better control of the car in an emergency situation. This could prevent injury to others on the road. Wearing a seatbelt isn't just about you.
For the motorcycle riders without helmets, they need to tour a head trauma unit or visit a morgue to see firsthand the price of not wearing a helmet.
