That is one of the main differences between the M and SA ratings of helmets. An SA rated helmet needs to take multiple hits to replicate the impacts against a cage during a roll over.

Bar pads are not dependable protection as they have no standards for safety.

Like airbags and seatbelts working together, a cage is only a part of complete safety system (cage, helmet, harness.) And not having the complete system working together can be more dangerous than not having it at all.
Man, I learn this from experience... those pads protect from hitting yourself going in & out, that's pretty much it
