1. Get hubcentric rings. I got mine from the place I bought my wheels.

2. If you are running stock struts, the spacing to your spring perch will not change with lowering. Lowering will just reduce your clearances to the fenders, wheel wells, etc.
That being said I have 57DRs in 17x9 +38, running 245/40R17 Firehawk Indy 500s. I have stock spring/strut combo with SPC camber bolts in the top strut hole at around -1.4 degrees. If I recall the clearance is around a centimeter. (See picture)
Keep in mind different tires have slightly difference side profiles, so clearances can vary.
