Yep, one of my granddaughters had that "base" system. It was quite handy. snap-click - all secure.

Now with the latest toddler, she is a chunk! No way in hell I could lift her and the base into a back seat. However, now (at 2.5 years old) she can crawl up into the seat and for the most part buckle herself in -

Yep, I think they have to be at least 21 years old to ride in the front seat -
