POR-15 has a good reputation at being resilient against corrosion. Their kit has a prep primer for neutralizing rust, and it was relatively inexpensive.

With new good condition calipers I'd probably go with G2's caliper kit. Two part epoxy finish, paint with an activator.

I coated a 1970 frame in a restore with POR-15, and restored an old steering wheel with their wheel kit. Good stuff.
