Do you have your receipt from the short block replacement? There should be a list of parts they used. Check and see if any of the parts descriptions are "pipe, fuel" or something along those lines. That will at least tell you if they charged Toyota for the parts they were supposed to replace. If it's not on there, it's a sure sign they reused it.
