Sure, development was led by German scientists, but to say it was based on German designs from WWII is really stretching it. In the 1940s, not enough was known about liquid rocketry to come up with a design for a rocket that size, so it really couldn't have been based on any German concept or design more complicated than "let's make an enormous rocket".
