Do you have a vaccum pump, like a MityVac? Testing the bypass valve with one is best way to determine if it is functioning properly. I have the old style bypass valve and here are some notes I took when I was having a problem with a leak.

Bypass valve ops
vacuum = open, bypassing SC compressed air
no Vacuum (car off, resting condition) or during boost = closed, using SC compressed air
tested with vacuum pump and it begins to open (pull in) at ~5in/Hg (-2.5 psi) and is fully open at ~10 in/Hg (-5 psi) and should hold

***Just checked with it on the car and it was ~6in/Hg started to pull in and ~12in/Hg fully opened***
