It's definitely possible without. If I'm not mistaken, both Delicious and Moto-East have gotten cars over 300whp with stock fueling.
That's not to say it's not a good idea, but I haven't seen much evidence that it's a requirement.
edit - just re-read this and realized it was mentioning the SPS blower. Yeah, probably need fuel for that
