Safe & commonly done enough, if you don't use much top bolt for adjustment, just leave in "maxed out" position, where car weight on wheel rests on it, adjusting only with lower bolt. From what i've heard, max camber is slightly less though with lower 14mm camberbolt + relocated bottom 14mm OE crashbolt to top 16mm hole, vs max camber of lobed camberbolts (14+16) in both, something like upto -2 vs -2.3. As camberbolts are cheap enough, and if goal is to max out camber reachable with them, then i wouldn't try to save that laughable $ amount. From what i've heard, one shouldn't use lobed camberbolts, only if aftermarket coilovers/struts have slotted hole.
