I dug into this and ended up with more questions than answers.

The gauge manual says the red and black wires should connect to the solenoid. Fairly straightforward, but as far as I can tell, it was never hooked up that way. In fact, five years ago a local shop temporarily had the solenoid connected to my evaporative purge circuit. This caused some issues, and it's been unplugged since then.

The red and black wires were tucked down by my intercooler (passenger side piping). It took a small tug to dislodge them, but it doesn't look like they were connected to anything down there. If they were, I can't imagine what.

One way or the other, the gauge was definitely functioning without those wires connected to the solenoid. The fused power, ground, and vacuum line are the only things connected to it. I'm not sure how this could be the case, or why it would stop functioning.
