For the TT class I run there's no points, just power to weight ratio (and some other rules clearly) so my best tire is a DOT and then I have to factor in traffic. I'm going to start lapping the field on my 2nd to third lap so I need a tire that will work on lap 1 and if I mess up I can go one more lap. That tire is a Hoosier A7. A Pirelli DS is faster but because it's not DOT it's like a 50 hp penalty the A7 results in a quicker lap.
For someone who's doing an HPDE, the RE71R is a poor choice, but not because it isn't a fast tire.
