He recently said on instagram he'll be fulfilling all of the old orders first, which I presume would include customers in your situation. I would try reaching out again, remaining calm and polite. Also, never ever go past the refund deadline on paypal. If a seller doesn't deliver by that time, cancel the order and place another one, giving him 3 more months, or however long the time period is.
