If you're not doing E-85 yet you can hold off on the injectors and fuel pump, yes you can run the C30 and stock (low boost) pulley and E-85 without upgrading them but again, it's better if you do.
A custom tune can get you gains with 100 octane but unless you can guarantee that you'll be running that in every single tank I wouldn't do it.

How about headers? I've read mostly that stock headers are A-OK, but w/ FI does that change?
