You dont need to do anything, leave the cooler be. You dont need a block off plate, you dont need anything else just use the car. Around 70k miles, 20k of which are track only, 4 winters, 3 of which were with an oil cooler just like yours (mishimoto, but same principle with a thermostatic plate, that like all plates, even when dead cold, is still a bit open to allow some circulation), and I swapped the engine and sold my old engine which is in another car, still kicking around.
There's an oil cooler in that picture, I dont know how much colder you need as proof, but this is in Quebec, where temps below 0F is common every winter.
