Spend as much as you can on a monitor because this is the only component that isn't out of date by next week. My current monitor was released 5 years ago and there is still no need/motivation for me to even consider changing.
I still really like my 4 year old 4k/UHD monitor, and my wife is very happy with her 6 year old monitors as well. Only problem is my power button broke, but in the on position so it's fine (backlight shuts off when nothing is giving a signal).

Speaking of which, anything 28" and up you should be looking at greater than FHD (1920x1080) resolution IMO. You typically sit closer to a pc screen than a TV, so you are more likely to notice pixelation on larger screens. Below 28" FHD will be fine, but you could upgrade if you had more budget.
