Fog lights have little to do with modern bulb tech and everything to do with positioning. The whole point is they need to be down low to shine underneath the fog layer. If the fog is so thick it goes right to the ground, then nothing matters, but frequently it rests a foot or so above the road surface and then fog lights can do their job nicely.

My wife's old '08 Yaris of all things had great fog lights in each corner, down low, right above the bumper lip. The worked really well.

The earlier fog light kits for our cars were low enough to be useful also, but the facelifted ones got moved up too high and consequently don't work as well.
