Just because the sump isn't clogged doesn't mean the silicone at the valve cover gasket isn't blocking other areas. Right?

they are still tearing down the rest of the engine. here a another pic I was sent today and a zoomed in area that looked excessive to me. Im not sure what the lip looks like in person of if anyone spots something else I should ask for a better pic of
