The air that gets caught up in those pockets becomes, essentially, part of the car. It gets carried along in front of the vehicle, forming roughly a rounded shape as if there were no grille.
The area of compressed, stagnant (relative to the car) air, then somewhat smoothly deflects incoming air. Basically, blanked-out grilles don't hurt aerodynamics
because they catch air.
