I was fighting the "fan is permanently on" issue as well. Details in
this thread. TL;DR that this was due to a faulty wheel hub causing the wheel speed sensor not to read.
Does your car show any codes? I'd check for codes in the ABS module as well if you have a scan tool that support it. Also, if you have a data logging device that communicates with the ECU via CAN (like an AiM Solo DL), you can have it display data like wheel speeds to verify things are working.
