Everyone has cell phones but not everyone has hot spot feature... you can have that AI feature without the need of 24 hour recheck, just update it when/if you connect online... like you said that feature is a great concept for Forza... that's about it...
Also, I have many games on my PC and I can play them with Steam in offline mode, since there's no need to have online connectivity to play a campaign.
