It's because for quotes, they just base it on basic information that you provide. The reports that they run do cost money, so it's not feasible for them to run it for every single person who calls in or makes a request online. If you go on any site, usually you will have to put in any tickets or accidents you've had, rather than them just pulling up every piece of information available about you.

You know how when you go to the DMV and ask for a printout of your driving history, and you have to pay? Same concept.
