Do I need to adjust those every time I lower my car? especially I introduce new wheels.

The Whiteline rear camber bushing is the less expensive part and it works well...it's just a real pain to install and should be performed by a very good shop.

Rear lower control arms are more expensive, but easier (or cheaper) to install and adjust.

You really can go either way. I personally believe the bushing is the better place to adjust camber but it's not a huge deal.

Your alignment does change slightly when you raise/lower the car. It does not change with new wheels.
