I've had this same issue on my completely stock engine with just a drop in filter. I don't think it's a vortech or tune issue. I hadn't seen any mention of someone else experiencing it until now.

I will say it became more pronounced for me when I put an exhaust on the car. But I have since removed it and the issue has lessened.

When I shift gears foot on the gas again I get a slight hesitation (you could hear the exhaust not change when I hate the exhaust installed) then all is well.
