Let me rephrase it
1/ Pull over into the safest location (parking lot, or furthest Right lane)
2/ Remain still with Both Hands on the Steering Wheel, and do not move, even rolling down your window
3/ Wait to listen to the commands the police officer give
4/ Police officer will ask you to roll down the window. Now, roll it down, and proceed with every commands you are asked to do
****For those who are Paranoid. These are to paid attention to****
5/ Police officer will ALWAYS have their hand on the gun, ready to pull it out, they don't know who you are, and they need to protect themselves in case.
6/ Extreme circumstances, police officer may pull their gun and point it at you, but before they do such thing, you will see more than 3+ patrol cars surrounding you. Even so, they can not fire their gun, until you make even 1 SINGLE THREATENING MOVE, such as ROLL DOWN your WINDOW, and STICK YOUR HAND OUT !!
7/ If pulled over by 1 SINGLE Patrol Car on an ISOLATED Road, You have the Right to KEEP ON DRIVING, pull out your CELLPHONE, call 911, and state your SITUATION. The DISPATCHER will CONFIRM, or will DISPATCH REAL COPS to RESCUE you !

I think you forget the margin of error and the fact a lot of officers would have been afraid of approaching this guy.
1. the cops were told he was unstable, wanted to kill himself. In this type of situation cops are taught that this type of suspect is MORE likely to shoot at you.
2. they thought he had a gun in the car. He could have been shot if a cop mistakenly thought he was reaching for a gun when it was his licence or insurance paperwork.
yeah 1 threatening move could be anything the cop deems threatening.
This guy ran because he knows there is a chance that he may have been shot to death by the police for a misunderstanding. All in all running from the cops and getting into an accident was probably safer than taking the situation head on and the possibility of the cop taking his life.

wouldn't you be afraid if you knew cops were going to pull guns on you because someone "said" you had a gun and plan on using it to harm yourself or others. I'm fucking running in that type of situation.
