It's not even in a legal grey area, it's completely illegal, and for a pretty good reason - red lights go on the back of your car, and if you're coming towards someone on a dark road, you don't want them to think you're traveling in the opposite direction. Not that red spray paint is reflective enough to actually light anything up.

You've eliminated the effectiveness of your DRLs (which are effective safety equipment, especially on dark winter days, especially on a small, dark car), and eliminated the functionality of your high beams, compromised the integrity of your headlights and made them more prone to condensation or other issues in the future, and made your $25k car look like a riced out '97 Civic.
