No, its a bad seal. You might see a bit of the red from the tab on the bottom of the filter but you most definitely should not see any filter stick out around the seal.
You really can't just wedge the two things back together and shove the clips back on. It's doable, but its not going to seal correctly on the bottom. They definitely could have made it easier but it's not too hard once you "get it". Just follow my DIY and you'll get it, the box wants to stay closed and the clips should just pop on without any forcing.
