Based on my experience, the wheels don't have to rotate for the sensors to work. I had the OEM sensors put in my new summer wheels, and the light was off even with the wheels/tires in my back seat.

The light behaved differently with the sensors in a bag on my passenger seat as well.

I took the sensors out of the stock wheels when I had snow tires mounted on them, so it's not conflicts between sensors or anything.
