Not sure where you got that the BRZ has a better power to weight ratio but let's actually put the numbers into a calculator. Given the same 175 pound driver:

Focus ST
Weight=3200 (car) + 175 (driver) = 3375lbs
Power (crank) = 252hp

Weight/Power = 3375/252 = 13.4 lbs/hp

BRZ/FRS
Weight=2750 (car) + 175 (driver) = 2925lbs
Power (crank) = 200hp

Weight/Power = 2925/200 = 14.6 lbs/hp

That is a difference of over 8% in the ST's favor when it comes to power to weight ratios. Also, that is taking crank hp. The BRZ/FRS loses a larger percentage to the ground than the ST due to the differences of FWD and RWD (in the area of an additional 3% power). And we won't even get into talking about the difference in torque....
