The car was never made for general Americans. Many are fat and obese, they won't even fit in the car comfortably. The shocks will probably blow from their weight.
However, I've seen some other countries. Coming back to the U.S. I was shocked to see so many drving their big fat cars with 22"s in chrome and other stuff that I don't see in other countries. In other countries, cars are for transport. In U.S. they represent the person driving it. Wheels are one of the easiest to change out.
I've seen current Civic Coupe shell with just brakes and stuff being offered in U.S. for racing teams. Same could be done with this car easily. Cost them less labor to sell something. Probably won't show up in a dealer showroom.
Not sure where Scion will make money from selling steelies, unless they also pack the car with something else like performance brakes, triple gauges, etc.
