Each eeprom rewrite marks no. of writing on it. This is a Regulation issued in each emission control set both in Europe (from Euro4 emission directives) and USA. Only removing eeprom and flashing it outside board doesn't discover rewriting and counter id.
Anyway, a Professional can discover ECU re-mapping with analysis of what is recorded on self-learning memory area of ECU or Car Body Computer...i.g. no. of rpm out of range, fuel consumption and other things.
In Europe i.g. BMW diagnostic tools are connected to central HQ in Munich to verify re-writing and some parameters. If found any mods, the car enters in a void (full!!) warranty status. So the same for Fiat cars.
In add..mileage or time elapsed from first start of car is recorded inside some units (Airbag, ESP control, traction system and so on).
