Use a good chassis ground point wire for the negative lead on meter.

Alright, here's what we got:
Pin 5, White wire
ACC on - 11.29V
ACC off - 11.45V

Pin 1, White/Black
ACC on - 0V
ACC on, window rolling up - 12V
ACC on, window all the way up - instant drop to 0V
ACC on, window rolling down - ~.189V - down voltage must be delivered over a separate wire.

Pin 3, Green
0V across all tests, continuity to ground. Safe to assume this is the harness ground wire.
