When you're upshifting, you are going from higher RPM to lower RPM. So no need to give it gas until letting clutch out. (unless maybe you are a super slow shifter).
Downshifting you are going from lower RPM to higher RPM so "revmatching" has a purpose here (although-as has been noted already-not "needed" when you have syncro')
