My opinion, but if this has been done 3 times, the dealer is doing it wrong. The condensation was supposedly caused by cracks from over torquing during the install. I'd say first try a different dealer before doing anything else.

Also, you could get this escalated to a Toyota Regional Rep to make sure its done right.

That said, I tend to make these types of issues a "mission". I'd do it a 100 times if necessary while the car was under warranty before resulting to a quick fix. Once it was outside warranty, then I would probably drill a relief hole.
