I do not think the dealer is supposed to let you know that they test drove a car after a repair, they test drive a car so that if they missed anything they can fix it before you, the customer can pick it up without having issues until your next maintenance is due. However, in the case of taillight condensation the dealer might have driven the car to their clean up bay(if they have one) and the car got the damaged there. They will need to test the repair they have done most of the time. All for your convenience. All so that the car will not break down on you.
Do not just go and blame a dealer just because you think you know what is wrong and what is right. Damage might have been done by OP and only noticed right after the dealer service.
