CA people, like us, are limited in ECU tuning power gains because we have some of the worse gas in the country. The US 86s are tuned for the lowest grade commonly available "premium" gas which is CA 91 Octane. You folks in other regions have better gas and therefore you can create a custom tune with ECUtek or (insert Engine Mgmt here) which will and have yielded more power all things being similar (I/H/E, etc..).
