The price has to be high enough that the dealer can profit from it, but low enough that you would still want to buy the used car over a new one. If they sold it for $20k, they would probably lose money on it (they probably bought it from the original owner for $23k or so), and if they price it at $25k, no one would buy a used one over a new one.
