The first one doesn't indicate anything about bluetooth capabilities, therefore you would need a wifi-obd reader, which tend to be quite a bit more expensive compared to the bluetooth ones. It also mentions that it's wifi READY, I'm under the impression you may need something else to use wifi on it.

For the 2nd link you provided, it says wifi, but the description has no information and nothing mentioned about bluetooth.

Most of the wifi-obd readers go for 30$-50$

In my opinion, buy yourself a Google Nexus 7 16gb for around 200$ or find a used one on eBay if you like.

The Nexus 7 is a quality tablet, it runs fast and the torque app works flawlessly on mine, I couldn't be happier.

At 200$, that is still an extremely competitive price for a decent 7" tablet.
