In this vein, you just reminded me that I brought this up to my wife last night, to which her response definitely rings true. She didn't ask why they hang it out the window, or why its cool, just:

I understand the desire to emulate a racecar, and some of the wheels look cool. But, essentially, they are pointless to have in a non-track car, let alone one that you would drive home from the track. So, essentially, this is "rice" in its purest form.
