Pretty stupid...I could see doing this in a parking lot at a VERY slow speed and having the photo edited or shot with a certain shutter speed to get the desired effect. Can you explain this fad? I mean I don't think its really artistic. Its a steering wheel. I mean if its a clean rolling shot sure, but this is just as dumb as the people that hang out of their cars with a rag "cleaning" their wheels...
