If you know you can always be running on e85 - always - a 12psi actuator would probably be the way to go. I would personally suggest a 9psi actuator, so that if/when you need to run on pump gas, you can dial it back down to the safe range (9~10psi).
With the 9psi, you can run it up to 18psi with a good boost solenoid, which would allow you to hit your power goals.
