It's not the MBC's fault, it has to do with engine load and turbochargers. Turbochargers respond better as the engine load goes up. The higher the gear, the higher the engine load due to gearing. Same reason a clutch won't hold in 6th gear, for instance, but would in 4th.
So generally, you'd see the turbo reaching peak boost in 1st and 2nd gear around 3000-3500 (assuming you even have time to pay attention), then dropping to 3000 in 3rd, then 2500-2800 in 4th, then even quicker in 5th/6th.
