you can vent a bypass valve to atmosphere and a get that whooshing sound. its a bypass valve because in vacuum its open allowing air from the spinning supercharger to escape. it closes when you give enough throttle and load to reach 0 vacuum so then you build boost.

blowoff valves are always closed until theres a pressure difference when you shift and then it opens to release the air before its forced backwards towards the turbo or supercharger
