Maybe - the system may kill the EBD if it detects there's no working ABS (I could see some problems with it otherwise). For the autocross guys, this isn't Stock legal.

I get ice mode regardless of whether I'm doing the pedal dance. Don't stab at the brakes - ease on to them and try to threshold brake. My problem got a lot better once I boiled a bit of brake fluid and got a softer pedal. I needed more brake pedal travel to get the same amount of braking force, and so the system was better able to keep up with me.

See my comment above, try to adjust your braking style. Don't take this as a critique of your driving skills, I'm simply saying you need to adjust to what the car will give you.

The other option is to "hulk smash" the brake pedal when you encounter ice mode. You'll stop...sorta. A brake pad upgrade might help with this strategy since you'll generate more friction between pad and disc for the same pedal pressure.
