I don't understand either, and 18" would fit the same.
7-8" wide wheel 20-45mm fit without issue on most tire.
I know an 8" +60 rubs inner (strut) but that is the other way than you are concerned. An 8" wouldn't need a fender roll/bender until +15, +20, etc. 32 is still a little bit inside. Few mm.
