I haven't really looked into the voltage numbers with the FRS, but I know some vehicles just cut the voltage below the normal operating voltage of 13.4-13.8 to make the dimmer DRL.

I also know DRL circuits which change the flow of the electricity (my FJ).

Personally don't like ballasts having to ignite so frequently and it prevents people from doing what I like to call... Being a "night rider" (not turning on your headlights since you think your DRLs are them).
