I have no benefit in searching for codes other than for the sake of arguing with you (plus I don't live in CA anymore) but fact stands I was hassled by a cop for blue LEDs on my windshield washer nozzles (I was still a kid, before F&F). That was regardless of a code technicality which possibly could have been fought. Another example is fog lights can only be amber or yellow or white, not blue or red. IIRC I read that on the CA DMV site to help a friend fight a ticket for his fog light height (not color). Again, not gonna look it up since it doesn't concern me but to whom it may concern, you may want to look it up.
Bottom line: Scion is not going to let it stay illuminated because it is illegal (to which you said, "That is not true"?). Maybe not in all precincts but it is true. Do you think Scion is going to enable it just for those precincts? That's what I'm getting at (not trying to play lawyer with you).
