Unfortunately no, noone has manned up to my challenge yet.

That's not correct. Restriction only increases boost on supercharged motors where there is no waste gate to control boost level.
A wastegate senses the pressure in the system via a vac hose and maintains it via a spring with a certain psi rating.
On a turbo motor boost creeping up means:
1. an inability of the waste gate system to expel the gas enough to keep boost stable. This can be due to:
A. Boost control, if there is one, is faulty or un-tuned.
B. malfunctioning waste gate flapper door (in internal gated system) or an inadequate wastegate size
C. Boost leak in the system causing the signal to the waste gate to be less than what it is. This allows boost to reach higher levels before the waste gate opens.
Vu, I am sure you have experts working on fixing your problems but these are the areas on the system you can check yourself. I've had an internally waste gated turbo have a sticky flapper door which prevented the door from opening fully. Boost creep resulted. I've also had broken vac hoses causing the waste gate to not open when it should. And lastly I have had an ebc that just couldn't do what it was supposed to do. Switched to a manual one and it was fixed.
