You don't need an EBC to keep a flat boost curve. Dropping boost with revs is often a sign of a turbocharger of less-than-ideal spec for the application.
That boost curve above is just weird. I can only assume there's an EBC hooked up, or the OE ECU is doing some boost control, badly.
But as you say, vubaru, you intend to get this sorted. I'm sure it'll be great after that's done.
