Then I ran at the American Auto-X last weekend with traction control off and was sliding all over the place.

I don't have a big budget.
1. I'm wondering if I should run the stock tires till they are done or upgrade to either Dunlop Z2s or Bridgestone RE-11As 225-45 17s? Tires will be track and DD. Without the strut bars this will keep me in RTR class. I'll also upgrade with the crash bolts and front sway bar.
2. I don't want to buy new rims because if I do I'd want to go with 17x9s, but that'll bump me up to STX.

I could possible afford 17x9 RPF1s tires, and sway bar, but would that not be enough for STX class?
Should I stick with my stock rims and upgrade tires or not, and would this be better to learn from than upgrading the size of tire and going to coilovers?

Strut bars are pretty much pointless. Also it's almost impossible to go fast on the stock tires. The sidewalls fold unless they have tons of air pressure but then you've killed contact patch.

If you're new to autoX don't worry about any class prep. My advice is get some decent tires (Z2s ect) and spend the rest of the summer on driver mods, not car mods.
